The departure of Guadalupe Taddei from the presidency of the General Council of the National Electoral Institute (INE) has not halted the wave of resignations within the organization. On October 28, interim president Blanca Cruz García reported that there are now 15 resignations of officials assigned to the presidency's office, all linked to her predecessor.

  • Voluntary resignations: Blanca Cruz García confirmed 15 departures of personnel from the presidency's office, submitted on the night of October 27.
  • OIC review: Each exit is checked with the Internal Control Organ (OIC) to determine whether there are open investigations and whether severance pay is warranted.
  • Continuity of Félix López: Roberto Carlos Félix López, the Executive Secretary appointed by Taddei, will remain in his position by agreement of the councilors.

Accumulated departures in two days

In just two days, staff assigned to the former president councilor's office left their posts amid questions about their close ties to Taddei, who also has relatives working in Alfonso Durazo's administration.

“These resignations were voluntary and submitted last night; they are personnel assigned to the presidency's office. These are the ones we have received, but that does not mean they are the only ones, because they may arrive through different channels,” commented the electoral body's interim president.

Among the officials close to the former president councilor is Carlos Daniel Luna Rosas, who served as Taddei's Office chief and was accused yesterday of being close to Morena during the speech by PRI member Carlos Mancilla.

Cruz García stressed that each official's departure is consulted with the Internal Control Organ (OIC) to determine whether any investigation is open and thus decide if the corresponding severance is paid.

The first resignations and the Félix López case

On the day Guadalupe Taddei's exit was made official, the resignations of three officials were made public:

  • Iliana Hernández Gómez, director of the Technical Unit for Gender Equality and Non-Discrimination.
  • José Alberto Pérez de Acha, General Coordinator of the Information Services Unit.
  • Mario Burciaga, director of Material Resources and Services.

These departures add to the 12 submitted on October 28, so their severance could be withheld until the OIC concludes its investigations.

Regarding Roberto Carlos Félix López, the Executive Secretary appointed by Taddei, the provisional president councilor said that after an agreement among the 10 councilors, his continuity in the position was decided:

“It is an agreement we councilors have had to be able to transition in a period that has not been defined.”

However, his work will be subject to observation by the Institute. Cruz García said she had no knowledge of whether any proceeding has been initiated against Taddei following multiple media reports accusing her of a possible conflict of interest:

“We would have to ask the Internal Control Organ and the Superior Audit Office, because they are precisely the competent authorities.”

A provisional presidency amid crisis

Blanca Cruz assumed the provisional presidency of the INE on the night of Tuesday, October 27, following the resignation of Guadalupe Taddei Zavala, who was flagged for alleged irregularities in contracts and a conflict of interest with supplier José Alfredo Hernández Casillas.

The General Council approved the appointment through agreement INE-CG-656/2026, with unanimous backing from party representatives. The Chamber of Deputies must now form a technical committee to issue the call for the definitive presidency, a process that could take between four and six weeks.

In her swearing-in message, Cruz warned that “the INE was not conceived to depend on a single will” and called for strengthening the collegiality of the General Council, made up of ten councilors and councilors.

Councilor Arturo Castillo Loza acknowledged that this is “the greatest institutional crisis” faced by the body and detailed three commitments of the unanimous agreement: restore collegiality, restore institutional integrity, and guarantee the continuity of the 2026-2027 electoral process.

With resignations still ongoing and the OIC reviewing each file, the INE faces the challenge of sustaining its operations while the Chamber of Deputies defines the path toward a definitive presidency. The continuity of the Executive Secretary and the cleanup of the presidency's office will be the first indicators of whether the institution can stabilize before the 2026-2027 electoral process formally begins.
