A Russian national wanted under an international search and arrest alert was taken into custody during a security operation in Tecate, Baja California. Officers who searched him and his vehicle found a fragmentation grenade, forged papers that he allegedly used to pose as a United States Central Intelligence Agency (CIA) officer, and several electronic devices.
- Suspect: Identified as Iván “N,” 43, born in Russia, who said he had served in the Russian armed forces.
- International alert: He was listed by Interpol and sought at the request of authorities in Russia and the United States.
- Items seized: A fragmentation grenade, fake CIA credentials, a video recording device bearing the emblem of the National Intelligence Center (CNI), a telephone signal detector, and an emergency sound system with sirens and loudspeakers installed in his truck.
The operation on Bulevar Fundadores
The intervention took place at about 3:20 p.m. on Bulevar Fundadores, near the Mayab neighborhood, in the border municipality of Tecate. According to reports circulated about the case, officers were carrying out prevention and surveillance duties when they spotted a black Chevrolet Suburban driving at excessive speed.
Security personnel signaled the driver to stop so they could check the conditions in which he was traveling. The man identified himself as Iván “N,” 43, a native of Russia. The preventive check took on a different dimension when the officers inspected his belongings and the vehicle.
Among the objects found were a fragmentation grenade, documentation that allegedly accredited him as a CIA member, and electronic equipment whose origin and purpose must be clarified during the investigations.
Forged documents and intelligence gear
One of the elements that drew the officers’ attention was the documentation the detainee was carrying, with which he allegedly tried to identify himself as a member of the U.S. Central Intelligence Agency. The documents were deemed apocryphal, so they did not prove that the man belonged to that intelligence institution.
In addition, the inspection turned up various devices and accessories that were placed in the custody of the authorities for the corresponding proceedings. The seized objects include:
- A fragmentation grenade.
- A video recording device bearing the emblem of the National Intelligence Center (CNI).
- A telephone signal detector.
- Apocryphal documents with which he allegedly identified himself as a CIA agent.
- An emergency sound system installed in the truck, which included sirens and loudspeakers.
Interpol alert and transfer to the FGR
After verifying the man’s identification data, the officers confirmed that he was subject to an Interpol international search and arrest alert, according to the reports circulated about the operation. The reports indicate he was wanted at the request of authorities in Russia and the United States. However, the information published about his capture does not detail the specific crimes for which both countries sought him or the judicial causes that led to the alert.
During the intervention, the detainee himself stated that he had belonged to the Russian armed forces. It also emerged that the man allegedly crossed the border from the United States to settle in Tecate. Nevertheless, the circumstances of his alleged departure from U.S. territory, how long he had been in Mexico, and the activities he carried out in the border municipality require official confirmation.
After his arrest, Iván “N” was placed at the disposal of the Attorney General’s Office (FGR) in Tijuana, along with the truck and the seized objects. The operation involved personnel from the Tecate Municipal Police, the National Guard, and the Secretariat of National Defense (Defense), in addition to the state forces that led the security actions.
The case came under federal investigation, and authorities must establish whether the objects found are linked to any additional crime and what legal responsibilities could be attributed to the Russian citizen. The capture of a foreign former soldier with an Interpol alert and material simulating credentials from a foreign intelligence agency puts the focus on migration and security controls along the Baja California border strip, where agencies from all three levels of government maintain coordinated operations.
